
When advocacy is presented as neutral expertise, the public deserves to know the difference
Britain is being told that it needs an emergency.
Not simply that climate change presents risks. Not simply that flooding, heat, biodiversity loss or energy security deserve serious attention.
The message being promoted by the National Emergency Briefing is much stronger: Britain needs something approaching a wartime mobilisation, emergency legislation, major economic intervention and a nationwide public-information campaign.
That is a perfectly legitimate political position to advocate.
But it should be described as advocacy.
Because the deeper one looks at the National Emergency Briefing, the harder it becomes to regard it as merely an impartial presentation of scientific evidence.
The organisation itself says it exists to encourage UK decision-makers to increase their response to the climate and nature crisis and describes founders Simon and Nick Oldridge as “climate funders and communicators.”
More revealingly, the organisation says its purpose is to help create a “societal tipping point towards the action now required.”
That is not the language of detached scientific inquiry.
It is the language of a campaign.
The briefing has an objective before the debate begins
The 11-page briefing document makes its purpose remarkably clear.
It explains that the original Westminster event brought together more than 1,200 politicians and leaders and that the subsequent film is intended to “reset the national conversation” and secure a government-led televised emergency briefing.
By the conclusion, the audience is being asked to support emergency legislation and investment, sign a letter to the Prime Minister and broadcasters, arrange screenings, spread the film and pressure political leaders to act.
That doesn’t automatically make its scientific claims wrong.
But it does matter.
A scientific briefing normally begins with a question: What does the evidence tell us?
A campaign begins with an objective: How do we persuade people to act?
The National Emergency Briefing appears to do both.
And those two activities should not be confused.
This is also a substantially funded communications operation
It would be wrong to casually claim that every scientist appearing in the briefing is a “paid climate lobbyist”. There is no evidence before us establishing that.
In fact, the project’s own crowdfunding statement says many contributors donated their time or worked at heavily reduced rates, while the founders themselves worked without pay.
But that does not mean this is an unfunded grassroots scientific seminar.
Far from it.
The project’s crowdfunding page states that Simon and Nick Oldridge had already provided more than £200,000 to the initiative.
Its subsequent public campaign raised more than £202,000, with a film and rollout budget listed at £220,000, including £82,000 for film production, £35,000 for post-production, £50,000 for staff and £15,000 for distribution.
That is a professional public-information campaign.
Again, there is nothing inherently improper about funding advocacy.
Environmental organisations can campaign. Oil companies can campaign. Trade unions can campaign. Businesses can campaign.
The important principle is transparency.
The public should know when it is watching advocacy rather than assume that it is receiving a politically neutral scientific briefing.
Scientists, campaigners and policy advocates are presented together
The distinction becomes particularly important when looking at the people delivering the briefing.
Several contributors are respected academics with substantial expertise.
But others occupy explicit campaigning and policy-advocacy roles.
Tessa Khan delivers the briefing on the energy transition. She is founder and executive director of Uplift.
Uplift’s own biography describes Khan as an international climate-change lawyer and campaigner, while the organisation advocates policies including ending new UK oil and gas development.
Angela Francis delivers the economics section while serving as Director of Policy Solutions at WWF-UK.
WWF does not present itself as an economically neutral research institute. It campaigns for policies intended to accelerate renewable deployment, electrification and Net Zero. In April 2026, for example, WWF argued that accelerating “clean homegrown energy” was the solution to protecting households from fossil-fuel shocks.
Again, none of that invalidates anything Francis or Khan says.
It does, however, make their institutional standpoint relevant.
There is an important difference between saying:
“Here is what the climate evidence shows.”
and saying:
“Here is the particular economic and energy system we believe government should construct in response.”
The briefing repeatedly moves from the first into the second.
Where does science end and policy preference begin?
Consider the proposed solutions.
The climate section promotes home retrofits, public transport, EV charging, electrification and zero-carbon electricity on a “Marshall Plan” scale. It rejects gas with carbon capture, bioenergy with CCS and blue hydrogen as delay tactics.
The food section goes further.
It advocates a fundamental dietary transformation, with substantially lower meat and dairy consumption, suggesting roughly a red-meat burger every two weeks, one chicken breast each week and around a quarter of a pint of dairy per day.
The economics section calls for government to change market rules through standards, taxes, subsidies and procurement to favour businesses reducing carbon emissions and restoring nature.
And the energy section promotes large-scale renewables, heat pumps, electric vehicles, grid expansion and even taking gas-fired power stations into public control.
These are policy choices.
They may be defended with evidence.
They may ultimately prove wise or unwise.
But they are not themselves “the science”.
Science can attempt to tell us what happens when atmospheric greenhouse-gas concentrations rise.
It cannot, by itself, determine whether Britain should nationalise gas power stations, mandate particular technologies, restructure agriculture or prescribe how often people should eat meat.
Those decisions involve economics, engineering, distributional consequences, democratic preferences, national security, land use and political philosophy.
Presenting policy choices as the inevitable consequence of scientific evidence risks closing down precisely the debate that democratic societies ought to have.
Some frightening numbers require much more context
There is another problem: the treatment of uncertainty.
The health section contains one of the most alarming claims in the entire document:
«“At 3°C or more of heating by 2050, there could be more than 4 billion deaths.”»
Four billion deaths is an extraordinary proposition.
Follow the source trail, however, and an important qualification emerges.
The Institute and Faculty of Actuaries’ Planetary Solvency work contains a risk-impact matrix in which its highest “Extreme” category associates warming of 3°C or more by 2050 with mortality exceeding 50% of the global population.
But the report itself describes these risk-impact definitions as illustrative.
That is considerably different from saying scientists have produced a conventional forecast predicting four billion climate deaths by 2050.
The distinction matters enormously.
Extreme scenarios have legitimate uses in risk management.
Governments, insurers and militaries routinely examine low-probability/high-impact scenarios.
But an illustrative extreme-risk category should not be communicated to the public as though it carries the same evidential meaning as an observed measurement or a central projection.
That does not mean every alarming claim is false
A credible critique has to acknowledge where the briefing rests on substantial evidence.
Take flooding.
The document says around one in four properties in England could be at risk of flooding by mid-century.
That claim has a real basis.
The Environment Agency’s updated National Flood Risk Assessment estimates that around 6.3 million properties are currently in areas at risk from rivers, the sea or surface water and that this could rise to around eight million by mid-century under climate-change projections.
So dismissing the entire briefing as invented would be a mistake.
The more important question is what happens after legitimate evidence is introduced.
Which scenarios are emphasised?
Which qualifications survive into the public presentation?
Which policy solutions are presented?
Which alternatives are examined?
And which costs and trade-offs receive equivalent attention?
The missing half of the energy debate
This is particularly conspicuous in the energy section.
The briefing confidently states that an energy system powered by renewables will be more affordable and economically secure.
But in this summary there is remarkably little examination of the other side of that proposition.
Where is the detailed treatment of transmission-network expansion?
Where are constraint and curtailment costs?
Where is seasonal balancing?
Where is the requirement for firm capacity during prolonged periods of low wind and solar production?
Where are storage-duration limitations?
Where are the costs of replacing domestic heating infrastructure?
Where is nuclear power in the proposed solution?
Where is the distinction between the generation cost of a wind or solar plant and the whole-system cost of delivering secure electricity to consumers every second of the year?
And where is the alternative engineering case?
A genuine national energy briefing should surely examine competing system architectures rather than start with one preferred destination and work backwards.
The central question should be:
What energy system gives Britain the greatest reliability, affordability, resilience and security?
Only after that analysis should politicians determine how competing environmental objectives are incorporated.
Even the language is designed to mobilise
The tone also deserves scrutiny.
Professor Hugh Montgomery tells the audience that he is frightened for himself and his son and says the audience should be frightened too.
The economics section compares opposition to climate action with tactics historically used by the tobacco industry and talks about companies purchasing lobbyists and media influence to sow doubt.
The national-security section warns about cascading crises involving food, health, migration, infrastructure, energy and extreme weather potentially overwhelming government institutions.
And the final section explicitly demands World War Two-scale leadership, emergency legislation and a public-information campaign.
Perhaps those advocating this approach genuinely believe the danger justifies that language.
But it is still persuasive communication.
It is intended to produce a reaction.
That is what campaigning does.
The problem isn’t climate science. It is the blurring of science and advocacy
This distinction is crucial.
One does not have to deny climate change to question climate policy.
One does not have to dismiss the work of climate scientists to ask whether a particular energy system is economically or technically sensible.
And one does not have to reject environmental protection to object when campaigning organisations present highly contested policy prescriptions under the broader authority of “the science”.
The National Emergency Briefing contains real expertise and real evidence.
It also contains advocacy, selected scenarios, moral appeals, institutional campaigners and explicit demands for political mobilisation.
Indeed, its organisers openly describe what they are doing as a campaign intended to generate a societal tipping point.
So perhaps the most important question is a simple one.
Why disguise that distinction at all?
Call it a climate campaign.
Call it an argument for accelerated Net Zero.
Call it a coalition seeking emergency environmental action.
Then let others present alternative approaches to energy, adaptation, food security, infrastructure and economic resilience under the same scrutiny.
Because if Britain really faces decisions of the magnitude described in this briefing, citizens deserve more than a carefully produced presentation telling them what conclusion to reach.
They deserve the evidence.
They deserve the uncertainties.
They deserve the costs.
They deserve the alternatives.
And above all, they deserve to know the difference between science explaining a risk and a campaign prescribing a political response.
